B-Line is studying whether current local bus routes are working as well as they could, including:
     - where routes go
     - when they run
     - how well they serve the people who depend on them

This study covers local bus service in Chico and Oroville, plus Route 20 between the two cities. It does not cover Paradise, Magalia, Biggs, Gridley, or paratransit service. Those are handled through separate planning processes. 

WHO SHOULD TAKE THE SURVEY?

Anyone living or working in Butte County is welcome to take the survey! We want to hear from current B-Line customers as well as those who don't use transit now, who might know someone who uses B-Line (even if they live out of the area themselves) or who might be interested in using one of our services in the future.

WHAT IS A TRANSIT SYSTEM?

Transit is called a system because it is made up of many connected parts working together. For B-Line, that includes local Chico buses, local Oroville buses, Route 20 connecting the two cities, regional buses, FLEX on-demand service, and paratransit. This study focuses only on the local Chico and Oroville routes and Route 20.

WHAT ARE THE GOALS?

Every transit system must balance two goals that pull against each other: Ridership & Coverage.

Ridership means concentrating buses on the busiest streets, so they come often, sometimes every 15 minutes. This gets more people where they are going faster, but some lower-density areas may get little or no service.

Coverage means spreading buses out so nearly every neighborhood has some service nearby. This means more people live near a stop, but buses come less often, sometimes only every 60 to 90 minutes.

Another way to think about it: is it better to have a shorter walk to the bus stop, or a shorter wait once you get there? Neither answer is right for everyone. That is why we are asking the community to weigh in.

WHAT DID WE BUILD FOR THIS STUDY?

To help illustrate this choice, the project team created two contrasting concepts for Chico and two for Oroville - a Ridership Concept and a Coverage Concept. These are not proposals and not a finished plan. They are drawn at the extremes on purpose, so people can see and react to what each direction would mean. The final network will most likely land somewhere between the two, based on what the community tells us.

WHERE DO THINGS STAND NOW?

We are in Phase 1 of public outreach. This is the stage where we share the two concepts and collect input through an online survey and in-person events, before a draft plan is developed. Your input during this phase will directly shape what comes next.
